I have not seen any announcement about this, but I just went over to http://www.openbluedragon.org/ and saw this very well designed website.
Congrats to the designers. I like the design a lot. Now just waiting for the release 
Just saw that Open BlueDragon will be released under GPLv3! In previous interviews, Vince stated that it will be v2. I welcome the change since we will release our Open Source Media Asset Management under v3 as well.
